Director of Benefits and Compensation
Josianne Payoute, a first-generation college graduate from Rutgers University and
a devoted mother, possesses over two decades of experience in Human Resources, complemented
by an honorary doctorate degree. Her journey exemplifies resilience and determination,
underscored by a profound commitment to service. Beyond her corporate endeavors, Josianne
actively engages in community development initiatives, serving on the Hillside Library
Board and spearheading New Jersey Kids Fashion Week. She passionately mentors young
women, fostering their inner confidence and amplifying their voices. Josianne's unwavering
dedication to education and community enrichment reflects her profound impact and
commitment to positive change. With an illuminating soul and a heart of gold, Josie

As the Director of Benefits and Compensation, Josianne is responsible for administration,
implementation and communication of HCCC’s employee benefits programs and the day-to-day
oversight of the Employee Classification and Compensation System. The position serves
as the certifying officer to State benefits agencies and private insurance carriers.
This includes handling the new hire orientation to benefits and the day-to-day operations
of group benefits programs (group health, dental, vision, short-term and long-term
disability, worker’s compensation, flexible spending plan, pension and retirement
plan). Josianne provides excellent customer service and oversight of quality benefits
plans and compensation packages, investigates new benefits programs and market salaries
and trends, improves existing programs, handles benefits administration, and provides
analytical and technical support in the delivery of the benefits and compensation
programs.
