Yes. Priority deadline for spring is October 1 and for fall, February 1. After those dates applications are reviewed on a rolling basis. 

The applicant will indicate on their application that they desire to be considered for the EOF program. If admitted to Rutgers, a separate EOF application will be required.

Application Periods:

Fall Applications: March 15th to September 8th

Spring Applications: October 1st to January 19th

Yes. They are reviewed on a case-by-case basis and there is no minimum set. Students will not be able to transfer over credits beyond the maximum, which is 65 total.
